Text file encoding converter
Rewrites a text file from one character encoding into another — the old Windows-1254 file that needs to be UTF-8, and back. Characters, not media.
Excel wants one before it will read a UTF-8 CSV correctly. Shell scripts and config files break on it. Off unless you know which case you are in.

What this does
- It reads the bytes with one encoding and writes them with another. The characters stay the same; only how they are stored changes.
- A file that starts with a byte order mark is read as that mark says, whatever the first dropdown is set to — and the result tells you when that happened.
- If your text already looks wrong on screen — "ç" where "ç" belongs — this is not the tool. That is the mojibake fixer, which undoes a misreading instead of changing storage.
- Everything happens in this browser. The files are read from disk into the page and never sent anywhere.
